This building has housed the local government since 1869.

It was built in an Jonic style, over the Great College of the Seminary of the Pauline Fathers, who left the city in 1860.

From 1861 to 1867 it was used as military army barracks until the French Intervention. Over the course of the following years, several reconstruction works were carried out, preserving its original architecture, adding the neoclassical style, by Colonel Octaviano Rosado. Since March 21, 1869, it was the headquarters of the Municipal Government.

In the courtyard of the Municipal Presidency there is the bronze statue of Benito Juárez that was made to commemorate the Centennial of his death in 1972.

The murals decorating the landings of the main stairs and the hallway on the upper floor of the central patio were made in 1972-73 by the Leonese painter Jesús Gallardo.
