This building was constructed in 1946 during the presidential term of General Manuel Ávila Camacho.

The construction consists of three levels, and its facade was made of pink quarry stone in a Neoclassical style.

It has a beautiful arcade of Tuscan columns made of quarry stone, with upper reliefs framing the bustling portals.

On the upper floors, there are linteled windows and doors with balconies adorned with beautiful wrought ironwork.

Inside, there is a central courtyard surrounded by corridors with semi-circular arches supported by attractive columns.

In the Council Chamber, there is an attractive mural depicting the distinguished men born in Teziutlán.
