Its construction was completed in 1906 and was designed by English architect Carlos H. Hall.
It features an imposing gray quarry facade with Renaissance characteristics. It is located in front of the tree-lined main square.
Inside, there is a majestic staircase made of Carrara marble, beautiful stained glass windows allegorical to the city, and the grand Cabildo Hall.
