It is a three-level Mudejar-style building.

It was inaugurated on August 13, 1956, and is located in front of Parque Juárez.

The first level has a portal with semi-circular arches supported by Tuscan columns, and the interior features an arcade with the same characteristics.

The second level has rectangular balcony windows with wrought-iron railings, and in the center, there is a balcony topped with the relief of the city's coat of arms.

The third level features windows with semi-circular arches on a golden cornice.
