It features a Florentine Tuscan style that has been perfectly preserved to this day.
Inside, it houses the Municipal Historical Archive, which holds over 3 million documents ranging from the city's founding charter to records of slave transactions.
The front of the building commemorates the Battle of May 21, 1821, with 21 arches.
