A historic building where the project for the Political Constitution of the United Mexican States was debated.

Its construction is neoclassical in style and was inaugurated by Porfirio Díaz in 1910.

The building is characterized by having a clock and a square in front where a statue of Venustiano Carranza is located.

It consists of a lighthouse with a height of 52 meters and administrative offices of the 3rd naval zone. However, it's worth mentioning that the original lighthouse is no longer in this building but on Sacrificios Island.
