Its history dates back to the colonial era when it was known as "Ventas del Buitrón" and served as a warehouse for a large quantity of goods. It was the entry point to New Spain, where shipments from Europe, Africa, South America, and the United States arrived.

This building suffered significant damage during the French Intervention and was rebuilt. However, it wasn't until the late 19th century that the current Neoclassical-style building was constructed. It was inaugurated in 1902 by then-president Porfirio Díaz.
