The portal was built in memory of the hero of the Zacatecan independence movement, Víctor Rosales, in what was previously the Plaza de San Agustín.

It has an austere design. However, due to the irregularity of the terrain, the construction of the entire portal posed a challenge, as each of the pillars and arches has different sizes.

Currently, it is a gathering place where events such as book fairs are held. It also has some restaurants.
