Its construction began in 1798.

Its construction began in 1798 and was completed in 1827 according to the designs of Miguel Constanzó.

However, the second floor was not finished until 1950 when a total renovation was completed.

The neoclassical facade is made of polished gray quarry stone, giving it an air of simplicity and elegance. In 1960, a replica of the Dolores Bell was installed.

In the Hidalgo Hall, there is an oil painting that is a copy of the one in Dolores Hidalgo, Guanajuato, depicting several heroes of the independence movement.

In the Juárez Hall, there is a plaque commemorating the visits made by Benito Juárez to the building in 1863 and 1867.
