It was built between 1877 and 1906 on the site where the City Hall and the State Prison were located.

Although the building has been restored several times, it retains its original neoclassical style with a French influence and a strong regional flavor. Its exterior features three similar facades on three sides of a block, and the interior has two courtyards surrounded by spacious corridors.

On the first level of the facade, you can see round arches flanked by columns, while the second floor stands out with windows adorned with wrought iron railings. The main balcony features a replica of the Dolores Bell.

Inside the main staircase, you can admire the fresco murals painted by the Colima artist Jorge Chávez Carrillo. This artwork dates back to 1953 and pays homage to Miguel Hidalgo y Costilla on the bicentennial of his birth, as well as portraying different events from Mexican history.
