Its construction took place from 1865 to 1908 and was the work of engineer Francisco Beltrán.

Built in pink quarry with a neoclassical style, it consists of two floors. The Corinthian columns, a statue of Victory crowning the facade, and the bronze sculptural groups are notable features of its entrance.

Inside, near the lobby, there are stained glass windows depicting portraits of various heroes and prominent figures from Nuevo León and the country.

The building has five courtyards with spacious corridors formed by arches and red granite columns. Two of these courtyards are now used as offices.
