It stands on the former Portal de Dolores, on the west side of the Plaza de la Independencia.

The construction was completed in 1784 and was acquired by Councilor Tomás López de Ecala, hence its name.

Its design is clearly influenced by Roman architecture, with an entrance portico, a transitional gate, and a central courtyard surrounded by arcades, visually culminating in the beautiful spiral staircases made of brick and quarry stone.

Currently, it is occupied by government offices.
