It was built between 1767 and 1773.
It features a half-point arches of Mudéjar style on the first floor and Roman-style arches on the second.
In 1775, it housed the first city council, which is why it was also known as the Casa del Consejo or Palace of the Spaniards.
Later, the building was used as a women's prison and the headquarters of the Orquesta Juvenil de Orizaba (Orizaba Youth Orchestra).
Currently, it serves as a cultural space with large halls for various exhibitions of paintings, photographs, and other cultural expressions.
On the upper floor, you can enjoy a delicious cup of coffee.
