The Cultural Center is an 18th-century construction with a clear Herrera style.
In its early years, it functioned mainly as a warehouse, but it was also used to protect smaller vessels.
However, with the expansion of the port, the building moved away from the coastline, and its facilities became workshops, barracks, and even a fire station.
Since 1991, it has been restored and houses the House of Culture, where various workshops in painting, sculpture, drawing, theater, and dance are offered. It also has gallery spaces to display the works created by students and an area for concerts.
It has a bookstore and a cafeteria.
